Who we are and what we do:

Assist in managing the department’s legislative package with input and guidance by the Director of Legislation and the DCS executive team in order to enhance and advance DCS’ mission.

1. Collaborate with DCS program/division leaders on legislative needs. Assist in compiling and reviewing legislative proposals for presentation the Commissioner and executive team. Assist in transmitting and presenting approved Legislative proposals to the Governor’s office.

2. Schedule meetings with members of the General Assembly to advocate for legislation and discuss policy during session.

3. Regularly update Director of Legislation, executive team, and Governor and majority leadership on progress of departmental legislation.

4. Work with bill sponsors to prepare Committee testimony and responses to questions from other legislators and stakeholders.

5. With input from Director of Legislation, compile bill books for administration bills.

Job Overview:

1. Schedule, prepare for and attend meetings with bill sponsors, legislative committee members, leadership, and other stakeholders to convey the Department’s position on bills. Report to the Director and leadership on the outcomes of those meetings.

2. Assist the Legislative Director with reviewing and tracking amendments throughout session.

3. Assist in the development of the annual legislative report detailing passed legislation which impacts the Department. Assist in presenting the legislative report and annual update to DCS leadership, internal staff, and external stakeholders.

4. Monitor TN general assembly activity outside of session including meetings of government operations, fiscal review, and any relevant ad hoc committees. Coordinate responses for these committees where needed and inform director and executive team of these this off-season activity where needed.

5. Assist in the presentation of Rules to the Government operations committee, and contracts and grants to the Fiscal Review Committee, with additional responsibility and ownership over fiscal review committee activity.

6. Review introduced bills daily as reported via TN Tracks to identify any legislation that potentially affects the department.

7. Collaborate and track responses with program staff to seek input on legislation that affects DCS. Assist in the completion and review of bill analyses.

8. Work with Director to identify bills and fiscal note supports forms that need to be discussed at the Thursday Departmental bill review meeting. Assist in leading and coordinating those Thursday meetings during session.

9. Work with Director of Legislation to review weekly committee and subcommittee calendars to prepare for the coming week’s meetings.

10. Attend legislative committee meetings and floor sessions as needed and as directed by the Director of Legislation. Report to the director on the outcomes of legislative votes and other relevant committee activity.

Key Responsibilities:

Assist the Director of Legislation to ensure compliance with statutory reporting requirements.

1. Regularly review Tennessee Code Annotated to determine new or expired requirements.

2. Ensure department reports include statutorily required data elements.

3. Collaborate with leadership of commissions and departments outside of DCS to ensure joint reporting compliance.

4. Work with Director of Legislation to timely deliver reports to required entities and maintain evidence of the delivery to demonstrate compliance.
