The policy and legislative analyst serves as the organization’s go to source for the latest in federal legislative and regulatory activity related to oral health. The analyst is self-directed, creative, and skilled at taking complex issues and data and translating them into clear, effective policy arguments and conclusions that are easy to communicate to policymakers and influencers. Expected to engage with a cross-functional team of internal and external stakeholders to complete projects in a timely and accurate manner, maintaining a professional demeanor and flexibility as job demands require.
PRIMARY JOB RESPONSIBILITIES
- Build and maintain professional relationships with relevant Congressional staff and serve as day-to-day contact
- Research, monitor, and track state and federal government activities that impact the organization’s strategic priorities (legislation, regulation, policy proposals, government RFIs or other calls for public comment, etc.)
- Manage database of federal and state legislation of importance to the organization’s strategic priorities and serve as an internal expert ensuring the efficient and effective use of the database
- Serve as project manager for any organizational responses to public comment, ensuring high quality responses are submitted by deadline
- Conduct legislative and regulatory research and basic data analysis to inform official policy positions
- In partnership with research staff, produce legislative and regulatory reports, briefs, and position papers for dissemination to internal and external audiences
- Identify opportunities to engage agencies, Congress, advocates, trade associations, and other key stakeholders on our key policy priorities (hearings, conferences, roundtables, etc.) and develop relevant content specific to these audiences including, but not limited to, issue one-pagers, presentations, sign-on letters, social media posts, blog content.
- Develop effective advocacy campaigns and collaborate with internal and external stakeholders to implement
- Build relationships with partner organization peers to better understand partner organizations’ policy priorities and identify opportunities for collaboration and amplification
- Manage various federal advocacy coalitions by facilitating meetings, working with coalition members to prepare agendas, identifying potential new membership, producing coalition work products (comments, one-pagers, etc.), and coordinating legislative outreach on behalf of or in coordination with coalition members.
- Represent the organization on certain industry groups, associations, coalitions, etc.
- Works independently to influence, manage, and drive projects towards success
- Support various ad hoc advocacy projects by scheduling meetings, managing project calendars, keeping detailed meeting minutes and other records as appropriate.
JOB QUALIFICATIONS:
Required:
- Experience in political or public policy work
- Exceptional organization skills as evidenced by the ability to effectively prioritize and handle multiple projects
- Ability to exercise independent judgment within generally defined practices and policies in selecting methods and techniques for obtaining solutions to meet the above responsibilities
- Excellent written and verbal communication skills
- Sound judgment in maintaining the confidentiality of information
- High competency level with various computer applications (MS Office, SharePoint) is required
Preferred:
- Health care industry experience
- Project management experience
- Experience with web-based CRM tools
