Duties

As a Project Finance Specialist (Business Development), you will:

  • Establish and maintain business relationships with U.S. and foreign corporations, U.S. and foreign commercial banks and development finance institutions. Research and make recommendations concerning the Corporation's new business opportunities. Identify potential clients, projects and other opportunities to increase the Corporation's pipeline.
  • Recommend policies and procedures to the Vice President to be used by the Department and the Corporation for short-, medium- and long-range business development initiatives.
  • Conduct outreach to companies worldwide which may have an interest in the Corporation's priority areas and initiatives. Conduct research and identifies key potential clients or client groups, associations, industry sectors, regions, and/or target markets to identify new business opportunities and increase OSFI's transaction pipeline. Provide information on all of DFC's finance and insurance products to businesses, foreign government officials, and U.S. government counterparts.
  • Review projects to determine their suitability. Refer those that qualify to the Managing Director for Business Development for further consideration. Participate in screening and moving projects into the OSFI pipeline. In those cases where projects do not qualify for assistance, clearly explain rationale and/or refer sponsors to other appropriate entities for assistance.
  • Answer inquiries and referrals sourced from internal DFC and external contacts. Refer business leads to other departments, U.S. agencies and international finance institutions (IFIs) as appropriate.

THE IDEAL CANDIDATE STATEMENT: The ideal candidate will have experience independently sourcing new business development opportunities for debt finance transactions and political risk insurance contracts in developing countries and industries. They will also have experience independently reviewing loan, guaranty, and political risk insurance proposals for credit, policy, and development eligibility in order to advance potential opportunities onto a screening process. They will be comfortable advising potential clients and stakeholders on eligibility requirements for loans, guaranties, and political risk insurance specific to their proposed transaction.

Qualifications

You may qualify at the GS-13 level, if you fulfill the following qualification requirements:
A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service that demonstrates your experience in all of the following:
1. Experience reviewing investment financing applications for international project development;
2. Experience determining when international investment projects are feasible and creditworthy based on policies, procedures, goals and objectives; AND
3. Experience identifying and building relationships with international business associations, industry groups, and/or regional chambers of commerce.

Note: Education is not substitutional at this grade level.

You may qualify at the GS-14 level, if you fulfill the following qualification requirements:
A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service that demonstrates your experience in all of the following:
1. Experience reviewing applications for international corporate finance and/or international limited-recourse project finance investments in emerging markets;
2. Experience determining when international investment projects are feasible and creditworthy based on policies, procedures, goals and objectives;
3. Experience identifying and building relationships with international business associations, industry groups, and/or regional chambers of commerce; AND
4. Experience sourcing new business development opportunities in emerging markets ( energy and infrastructure sectors are strongly preferred).
